March 2017 Board Minutes


BOARD: Tina Eissler, Naomi Patterson, Jane Byus, Ryan Seigfried

MGMT:  Susan Keene, Larry Edwards

     The Sandpiper Bay Board of Directors met on March 15, 2017, at 6:00 at MCL.  The Board read and reviewed the February 2017 minutes.  The February financial report was reviewed.  It was noted that the chimney caps had been installed.


NEW BUSINESS:
  • Oliver Howell turned in a request for a patio door upstairs to match the one downstairs.  The Board discussed the request but felt that the door must have clear glass without the window grids.  He also asked about the deck behind his home.  This was torn down and not replaced.  He feels as if the geese are now becoming a problem without it.  The Board responded that the finances were just not available at the time.  They will revisit the request but it is not a top priority.
  • The big tree by the lake split and PSG will cut up the wood and leave it for Wolf Tree Services to pick up
  • Larry Edwards of PSG informed the Board that Building #12 was now finished.  The next building on the list will be the one by the basketball court.  He also repaired the lights in the pool pump room.
  • The Board asked PSG to have the outdoor water spigots turned on by May 1, 2017.  Citizens Energy Group will be called and maintenance will check the meters.
  • Susan Keene of PSG asked permission to change banks since First Merchants charges so much in bank fees.  The Board had no problem going to Indiana Members Credit Union.

UNFINISHED BUSINESS:
  • A quorum was present with 45 people present or represented by proxy.  Tina Eissler motioned that the Association pursue passage of the proposed rental amendment.  The proposed amendment was read, and it explained that any new homeowners must live in the community for five years before being able to rent.  The resolution passed with 39 votes for the amendment.  The Board is now authorized to solicit votes for the amendment and must have 75% of the eligible homeowners in favor.
  • The meeting was closed and will be reopened on April 19, 2017.

     The Sandpiper Bay Board of Directors met on February 15, 2017, at 6:00 at MCL.  The Board read and reviewed the January 2017 minutes.


NEW BUSINESS:
  • Larry Edwards presented the Board with the 2017 Building Repair list.  The map was color-coded to show completed repairs along with uncompleted work.  He also mentioned that in 2016 patio door leaks were a major problem.
  • The Board has asked PSG to submit all invoices from vendors for approval.  Those smaller jobs that require no bid such as vegetation control, limb pick-up will need Board OK before being done.  Homeowners need to take some responsibility for their units so the Board will not approve any vegetation control for the individual plant beds.
  • The Board asked for 3 bids for gutter cleaning and leaf removal.  They felt it would be more cost effective to bid these services together.  Because of the staggered times with leaf removal, the Board asks for one large removal and one smaller removal.
  • Next winter it might be a good idea to have a large barrel with Ice Melt at the entrance.  That would certainly cut down on costs.

     The Sandpiper Bay Board of Directors met on January 18, 2017, at 6:00 at MCL.  The Board read and reviewed the November 2016 minutes.


NEW BUSINESS:
  • The Board discussed the chimney cap replacement schedule.  Since these caps are very expensive, only buildings on South and East Drive will be a priority.
  • Leaf removal is still a problem, but the Board feels it would be cost prohibitive to have the leaves raked and bagged.
  • Larry Edwards updated his maintenance report.  PSG has replaced the entire end of the building at 9522 East Drive.
  • The Board asked that two paddleboats on the sea wall at West and South Drives be removed.  Larry told them that PSG would remove these boats as soon they were not frozen and full of water.
  • The Board wants to be careful with finances this year. One change is to use Ice Melt only at the entrance.  Other savings will be discussed during the year. 
  • The Board has scheduled a special meeting for rental issues as required by the documents.  The meeting will be January 25th, 2017, at 6 pm at MCL.
